Library Policies

The following policies govern how we use our library.

    I.   A brief description of our public body is as follows[1]:  Neoga District Library is a Public Library District serving patrons in Neoga Township and that portion of Ash Grove Township within Neoga Community School District #3. 

    A.  Our purpose is to provide materials and services for the recreational, social, informational, and educational needs of the community.

    B.   An organizational chart is attached.

    C.     The total amount of our operating budget for FY 2024 is $87,270.

    Funding sources are property and personal property replacement taxes, state and federal grants, fines, charges, and donations[2]. Tax levies are[3]:

    1.   Corporate purposes (for general operating expenditures)

    2.   Social Security (provides for employee’s FICA costs and related expenses)

    3.   Audit (for annual audit and related expenses)

    4.   Maintenance (for maintaining the building)

    5.      Tort Liability (for insurance premiums, risk management, attorney’s fees and related expenses, unemployment and worker’s compensation insurance)

    D.     The office is located at this address: 551 Chestnut Avenue, Neoga, Illinois   

    E.      We have approximately the following number of persons employed:

                            1.         Full-time          0

                            2.         Part-time          4

    F.   The following organization exercises control over our policies and procedures: The Neoga Public Library District Board of Library Trustees, which meets monthly on the 4th Tuesday at 7:00 p.m., at the library.

    Its members are: Jenny Ballinger, President; Beth Craig, Vice President; Barb Titus, Secretary; Elaine Edwards, Treasurer; Linda Page, Stacy Sudkamp, and Bill Fritcher.

    G.  We are required to report and be answerable for our operations to:

    Illinois State Library, Springfield, Illinois. Its members are: State Librarian, Alexi Giannoulias (Secretary of State); Director of State Library, Greg McCormick; and various other staff.

    H. FOIA requests can be made in writing to Christine Baker, library director, at Neoga District Library, P.O. Box 888, Neoga, IL or neogalibrary@hotmail.com. Physical copies of a request will be $0.10 per page.
  • I. The library keeps financial records, ordinance records, and board meeting records. Generally, records are available for copying. Some may require time to collect. Physical copies need to be picked up at the library.
